Great story here. This is the Modern Art Museum in Parnu, a seaside resort. After the Russians departed in 1993, the local council told the director of the Museum to remove the Statue of Lenin. He refused. The council came along and night and removed it anyway. The director found it and bought it back, but this time changing its identity into an art installation. The council could do nothing and there it remains to this day, complete with amber flashing light.
