There is no substitute for getting out and taking pictures. I do not believe that swimming pools are a particularly good test area for strobes as there are always lots of walls and floors to reflect whatever light your strobe has emitted.
If you photograph within the appropriate range for the strobe, then you are likely to get close to an acceptably exposed photograph - go out and try it for yourself.
